Child Advocacy and Residential Care — How We Protect Children

Champions World International's child advocacy and residential care programs serve children who need both legal representation and safe, stable living environments. This article explains both programs, who they serve, and how to connect families to these services.


Why Child Advocacy Matters

Children in crisis — whether due to abuse, neglect, family instability, or involvement in the child welfare system — often navigate complex legal and institutional processes without adequate representation. Social workers are overburdened. Public defenders are focused on adult proceedings. The child's voice, interests, and wellbeing can get lost in a system that is theoretically designed to protect them.

Child advocacy is the practice of ensuring that does not happen. It is someone in the room whose only job is to make sure the child's best interests are heard, documented, and acted upon.


What Child Advocacy Means at CWI

At Champions World International, child advocacy involves:

Residential Child Care — What It Provides

For children who cannot safely remain in their family home and for whom foster family placement is not immediately available or appropriate, residential child care provides a structured, safe, and therapeutic living environment.

Champions World International's residential care provides:

  • Safe, stable housing with consistent adult supervision and support
  • Daily structure and routine that supports developmental and emotional stability
  • Access to education, healthcare, and mental health services
  • Therapeutic programming and peer support
  • Case management and regular coordination with child welfare authorities

Residential care is a bridge — not a permanent solution. Every child in our care has an active plan working toward either family reunification or a stable permanent placement.


Group Home Placement

Group home placement is a specific residential model in which children live in a community setting with a small number of peers and consistent staff. Champions World International coordinates group home placements for children and youth who:

  • Are transitioning from more intensive residential care settings
  • Have specific social or behavioral needs that are better supported in a community model
  • Are aging out of foster care and preparing for independent living

The Connection Between Advocacy and Care

The most effective support for a child in crisis addresses both their legal situation and their living situation simultaneously. A child who has safe, stable housing but no legal representation is still vulnerable. A child who has legal representation but unsafe housing is still in danger.
